What Has FAIR Done for You? The F.A.I.R. Trade Group looks back on its success over the years with some pride as it notes a continued record of success in addressing the needs of the membership. Not only do we continue to be the only advocate for the firearm and ammunition import and export community, but we have also solidified ourselves among the leading regulatory and legislative policy makers as an important resource for information and as a representative of an important sector of the industry. Among our accomplishments just in 2005 which went beyond the normal scope of providing services to the membership were: Imports: Ø Implementation of a new Policy at the Department of State to change the presumptive denial of US Goods imports to a presumptive approval; Ø Passage of legislation to require State to approve retransfer requests for USG material including parts and ammunition; Ø Restricting the BATF from changing the definition of a sporting purpose firearm; Ø Restricting BATF from making any changes to the current Curio and Relic list; Ø Intervening at BATF and securing a longer grace period before the cessation of imports of certain barrels, frames and receivers; Ø Developing legislation and securing the support of the Industry, White House, Department of Justice and Congressional advocates to correct the determination of DOJ that certain barrels, frames and receivers are not importable; Ø Promoting and securing the development of a ‘dual use’ barrel policy for importation; Exports: Ø Securing the development of an Industry/State Department working group to re-examine current firearms export policy; Ø Participating in regulatory process on behalf of membership; Ø Intervening on behalf of the membership to raise concerns regarding US USML Export Policy; Raising the exemption level for firearms parts and accessories exports to Canada. FAIR once again worked with BATF to develop an Importers Conference that brought together representatives of the import community, the BATF, the Department of State, and Customs for an informative dialog regarding regulatory and enforcement issues pertinent to the community.
